Roy Heim, 76, retired Tulsa Police Department Detective and active supporter of the Southwest Tulsa community passed away in Tulsa on Saturday, July 1, 2023.

The youngest of four sons of John Louis Heim, Jr. and Norma Agnes Buras Heim, Roy was born in New Orleans, Louisiana on November 27, 1946. The family moved to Tulsa when he was 4 years old. He attended Tulsa Public Schools, Mark Twain Elementary, Madison Junior High, and graduated from Central High School in 1965. He attended Langston University Tulsa where he received his Bachelor of Arts Degree in Liberal Education graduating Summa Cum Laude in 2002 and the University of Oklahoma-Tulsa where he received his Master of Science in Architectural Urban Studies in 2004.

Roy found a quote by President Ronald Reagan, "There is no limit to what a man can do or where he can go if he doesn't mind who gets the credit" That mirrored Roy's life's creed.

He served in the U. S. Air Force from 1965 to 1969 as a Loadmaster on C-130 aircraft. He returned to Tulsa and joined the Tulsa Police Department where he worked in many assignments until his retirement as a Detective in the Exploitation Unit in 2003. The next day he went to work as an Airport Officer at Tulsa International Airport. He transferred back to the Tulsa Police Department working as a civilian in the Records Division as evening shift supervisor. He retired from his paid job in April, 2008 to enjoy 15 years of retirement. He passed from this life on July 1, 2023.

Roy spent his life in service to others. When he was still in high school, he served his church, Home Gardens Assembly of God in it's Youth Ministry and later as a member of the Church Board. He served his country in the military in Vietnam. After returning home, he continued to serve his church as Sunday school teacher for the youth and in maintenance and construction of a new building. Recently he served West Tulsa United Methodist church as a trustee performing maintenance, remodeling, and lawn care.  He served the citizens of the City of Tulsa through his work as a Police Officer; as a member of the Tulsa Committee for change of City Government from Commission to Mayor/Council by creating the Mayor's Action Center; on the Vision Summit Steering Committee for Vision 2025; and the Trash to Energy Task Force. He served his fellow officers when he became a Field Training Officer and by conducting specialty training at Tulsa Police academy. He then continued service to fellow officers on the Fraternal Order of Police Legislative Committee and eventually as FOP President. He served victims and survivors of crime by initiating the "cold case file", reopening unsolved murder investigations. He used private citizens with special skills to help with these investigations, calling them the "Gray Squad." He became an expert on Crime Reconstruction. He served his state and his country by training first responders around the country on Mass Fatality Incident Response and Disaster Response. He served his West Side community through Southwest Tulsa Chamber of Commerce as secretary, Townwest Sertoma Club as Lifetime member, board member and President; STAR-Southwest Tulsa Area Revitalization by cleaning and mowing in the area; INCOG Planning District #8 Chairman; Southwest Tulsa Historical Society, founding member and President for 31 years; Tulsa Area Emergency Management, Community Emergency Response Team member, Tulsa Project Impact; and Route 66 Village as an advisor and volunteer from 2010 to 2023.

Surviving Roy are his wife, Sherry; sons Rick Heim and his children Brody of Tulsa, Elizabeth and Connor of Glendale, CA; and son Mike and his wife Marianne and their son Braydan of Phoenix, AZ; his brothers Louis Heim and wife Jackie of Tulsa and John Heim of Sand Springs and other extended family members. He was preceded in death by his parents; the mother of his sons, Peggy Cissna Heim; his brother Dr. Ronald Heim, and sister-in-law Joyce Heim.
